What does the block connection allowance scheme mean for you?

The government has announced the scheme for residents with block connections. This scheme is for residents who have a joint connection for heating (block heating) and/or for electricity (block electricity).

The scheme compensates households with block connections with a fixed amount for gas, heat and/or electricity

We apply for the compensation from the government. The amount of the amount is different for each situation. For example, the amount is higher if you live in an independent accomodation. Do you live in a commune or student room (non-self-contained housing)? Then the amount is lower. There are differences in amounts between block heating or block power.

Student residents in an independent accomodation with block heating (gas or heat)

  • From 1 July, we will reduce the advance payment by € 100.13

The government has set an amount of € 1,063.21 for gas or heat for all of 2023. This amount is divided into a part for the first six months and a part for the second six months.

  • For the first six months there is an amount of € 786.45.

  • For the second six months, there is an amount of at least €276.76.

  • The government can decide that the latter amount will be even higher. It can never be lower.

  • We already take into account that the amount for the second half year will be higher.

  • Therefore we calculate with an amount of € 415,14 instead of € 276,76.

  • In total we arrive at an amount of € 1201,59. We divide this by 12 months. This brings us to the amount of € 100.13 by which we reduce the monthly advance payment.

Student residents in independent accommodation with block electricity

  • From 1 July, we will reduce the advance payment by € 83.92

The government has set an amount of € 915.05 for residents with block electricity.

  • This is an amount of €731.13 for the first six months of 2023 and an amount of at least €183.92 for the second six months of 2023.

  • The government may decide that the latter amount will be even higher. It can never go lower.

  • We are already taking into account that the amount for the second half year will be higher.

  • Therefore, we calculate with an amount of € 275.88 instead of € 183.92.

  • In total, we then arrive at an amount of € 1,007.01. We divide this by 12 months. This brings us to an amount of € 83.92, which we use to reduce the monthly advance payment.

This only applies to residents who do not have their own connection for private electricity consumption. Joint electricity costs for elevators or lighting in common areas are not covered by this arrangement.

Do you use both gas/heat and block electricity? Then you may add these amounts together.

Student residents in a student room/housing group (not independent accommodation) with block heating

  • From 1 July we will reduce the advance payment by € 41.96

The government has set an amount of € 445.46 for residents with block heating.

  • For gas or heat there is an amount of € 329,28 for the first six months of 2023 and an amount of at least € 116,18 for the second six months of 2023.

  • The government can decide that the latter amount will be even higher. It can never go lower.

  • We are already taking into account that the amount for the second half year will be higher. Therefore, we calculate with an amount of € 174.27 instead of € 116.18.

  • This brings the total to € 503.55. We divide this by 12 months. This brings us to an amount of € 41.96, which reduces the monthly advance payment.

Student residents in a commune/student room (non-self-contained housing) with block flow

- From July 1, we will reduce the advance payment by € 35.30

The government has set an amount of € 384.96 for residents with block electricity.

  • For residents with block electricity there is an amount of €307.63 for the first six months of 2023 and an amount of €77.33 for the second six months of 2023.

  • The government may decide that the latter amount will be even higher. It can never go lower.

  • We are already taking into account that the amount for the second half year will be higher. Therefore, we calculate with an amount of €116 instead of €77.33.

  • In total we arrive at an amount of € 423.63. We divide this by 12 months. This brings us to an amount of € 35.30, which reduces the monthly advance.

This is only for student residents who do not have their own connection for private electricity consumption. Joint electricity costs for elevators or lighting in common areas are not covered by this arrangement.

Do you use both gas/heat and block electricity? Then you may add these amounts together.

We take these amounts into account to reduce the monthly advance payment

We will do this starting July 1 this year. This means that residents will receive a lower advance from July 1. You don't have to do anything yourself for this. This lower advance will continue for 12 months.

In some cases, it is possible that your advance after reduction would be lower than the advance amount of last year (2022). If that is the case, we will reduce the amount to this old advance amount. Of course, the advance is an estimate based on the standard situation from the scheme. In the final settlement of the service costs, we can calculate everything exactly. Depending on your living situation, the amounts in the final settlement may possibly be higher or lower. You will receive the final statement for the year 2023 no later than July 2024.

You may also reduce the advance amount yourself before then

We cannot reduce the advance payment amount for all residents affected by this earlier than July 1 because implementing this complicated scheme involves a lot of work and requires diligence. But we understand that, now that more is known about the scheme, you may want to lower the advance payment amount earlier than July 1. As we mentioned earlier, it is always possible to reduce your advance payment by mutual agreement. You can contact us for this.

All eligible residents will receive a letter

This contains the proposal for reducing the advance payment. You can expect this letter at the end of May.

frequently asked questions

The amounts from the scheme are now deducted monthly from the advance. Can't that be paid into my account in 1 or 2 payments?

The temporary block connection allowance is a government scheme. The regulation states that we are not allowed to pay the amounts in 1 or 2 times. Therefore, we settle the amounts monthly by reducing the advance payment.

The amount is lower than I expected. How exactly is this the case?

It is possible that in some cases, the amount by which we reduce the advance is lower than the amount mentioned in the regulation.

This is possible if:

We, when reducing the amount from the settlement with your current advance, come out lower than your 2022 advance. This is because the advance amount from 2022 is the lower limit. This is to prevent you from possibly having to pay extra when you receive your final settlement.

To clarify, you can read an example calculation below.

Marissa has a monthly advance payment of 220 euros from February 1, 2023. She lives in an independent house with block heating. She reads on the website that for a self-contained dwelling with block heating we will reduce the advance by €100.13 as of July 1. She therefore expects to receive a reduced advance payment of € 119.97 (220 - 100.13). In the letter she reads that her new advance will be € 145. What exactly is the situation? Marissa's advance in 2022 was € 145. The new advance is therefore reduced with the old advance as the lower limit. This way we avoid that Marissa may have to pay extra at the final settlement.

When I add up the amounts in the letter, I don't arrive at the total amount of the new advance. How does that work?

In the letter we mention the new advance amount. This is the total amount and can consist of several components other than energy costs. In the letter we also mention what you pay for electricity and/or gas/heat in the current and new advance. If you add these amounts up, you end up with a lower total amount. That's because the advance is made up of more components than energy costs.

The scheme is set to expire in 2023. Starting July 1, 2023, monthly advances will be reduced until July 1, 2024. Will the amounts be used for all of 2023?

All the amounts we received from the government from the scheme are for the calendar year 2023. We can calculate everything exactly in the final service charge statement. You will receive the settlement of the service costs including the settlement of the compensation for the entire calendar year 2023 in July 2024 at the latest.
