Rent

The Housing Act states that all housing associations must divide their homes into three types:

• Social housing: homes where the rent is capped at €900.07 at the start of the tenancy agreement (price level in 2025, capped at 143 points).

• Mid-market rented housing: homes where the rent is between €900.08 and €1,184.82 at the start of the tenancy agreement (price level in 2025, 144 to 186 points).

• Private-sector rented housing: homes where the rent exceeds €1184.82 at the start of the tenancy agreement (price level in 2025, 187 points or more). This also applies to other properties such as business premises, garages and parking spaces.

Whether a home falls under social ownership is, therefore, determined by the rent. We may ask for a higher rent increase for private-sector rented housing and other properties than for social housing. Homes where the rent exceeds €900.07 (price level in 2025) because of the rent increase will remain social housing. This has to do with the rent you were paying when you signed the tenancy agreement.

It is not yet certain that the rent freeze will go ahead. The proposal still has to be approved by the House of Representatives and the Senate. We have to send the rent increase letter before 1 May. The rent increase will go ahead if the law is not approved.  

Unfortunately, the rent increase letters and the additional letter could not be delivered to everyone at the same time. You should receive the additional letter no later than 30 April. 

The government permits us to increase rent by 5% in 2025. We decided to apply a lower rate: 4.76%. 

Despite everything becoming more expensive, we have decided to raise rents anyway. We use rental income to maintain your home. On top of that, there is a significant shortage of homes in this region. That means we need to build lots of extra homes. We also need to make sure our homes become more sustainable over the next few years. If we do not raise our rents, we will have no money to pay those costs. 

There is a target rent for all our homes. This is the rent we consider to be fair for a home at the moment. Homes with a rent above the target rent will not be subject to a rent increase. We believe the rent of these homes is fair. At Vestide, we do not have any homes with a rent above the target rent. Homes whose residents have been notified of demolition will not be subject to a rent increase either. 

Individual garages, storage rooms and parking spaces are regarded as private-sector properties, which is why the rent increase is equal to that applied to private-sector rented housing. A rent increase for private-sector housing is usually higher than that for social housing. That is not the case this year and the rent increase in the private sector is slightly lower. 

A storage room or parking space that is linked to a home will be subject to the same rent increase as the home. For social housing, 4.76%. For private-sector housing, 4.1%. We call this 'property-based'. 

You can apply for a rent allowance if your rent does not exceed €900.07 (price level in 2025). Your income is also taken into account. If you are aged between 18 and 23, your rent in 2025 must not exceed €477.20. You can find more information at www.toeslagen.nl. You can also make a test calculation there.

If you wish to lodge an objection, send an email using the contact form. Alternatively, send a letter to Vestide, Postbus 280, 5600 AG, Eindhoven. Your letter should include the reasons why you object to your rent increase. We must have received your objection by 30 June 2025. Please note: you pay a fee to the Rent Tribunal for lodging an objection. 

'Property defects' are not a valid reason for submitting an objection to the Rent Tribunal. It is pointless to object to the rent increase for this reason. The central government’s website specifies the cases where you can object to a rent increase. 

You can only object to the rent increase of a private-sector home, garage, storage room or parking space if the rent increase is higher than the percentage set by the government. Since we abide by that percentage, you cannot object to it.
